Adopted Charnwood Local Plan 2011 to 2028 Core Strategy

Adopted Local Plan

Charnwood Borough Council adopted the Charnwood Local Plan 2011 to 2028 Core Strategy on the 9th November 2015. It now forms part of the development plan for the Borough.

Statement of Adoption

The plan and a series of accompanying documents are available below. This includes an Adoption Statement required by Regulation 26 of the Town and Country Planning (Local Planning) (England) Regulations 2012. A Sustainability Appraisal Adoption Statement and the Report along with the Planning Inspector’s Report are also available.

Examination in Public.

The Charnwood Core Strategy was submitted to the Secretary of State on the 20th December 2013 for Independent Examination.  The Secretary of State appointed Inspector Kevin Ward BA (HONS) MRTPI to conduct the Examination to determine whether the Core Strategy was sound.

15th September 2015

Charnwood Borough Council carried out consultation on an Updated Sustainability Appraisal Report for six weeks from 3 August to 14 September 2015. Comments received by the council were forwarded to the Inspector for consideration as part of the examination of the Core Strategy. Comments received can be viewed in the Examination Library above (scroll down to the last page).

Additional Main Modification Consultation

In June 2015 a Wind Energy Ministerial Statement was published and the Inspector now considers that an Additional Main Modification is required to clarify the approach to wind energy in light of that Ministerial Statement.

The Additional Main Modification, along with a Sustainability Report, will be published for a six-week period of consultation commencing on Wednesday 22 July and ending at 5pm on Wednesday 2 September 2015.

The Additional Main Modification can be viewed by clicking here and the Sustainability Appraisal Report can be viewed by clicking here, or both can be inspected at Charnwood Borough Council offices and other venues (click here to find out where).

Main Modification Consultation

The Charnwood Core Strategy was submitted to the Secretary of State on 20 December 2013 for Independent Examination.  A Public Hearing was held between 9 December 2014 and 16 January 2015.

The Inspector has identified where changes (main modifications) are necessary to make the Core Strategy sound. The Schedule of Main Modifications, along with a Sustainability Appraisal Report on the proposed main modifications, will be published for a six-week period of public consultation commencing on Monday 13 April and ending at 5pm on Tuesday 26 May 2015.

Consultation on the 2012-based Household Projections: England 2012 - 2037 finished on 23 March 2015. Comments received can be viewed here or in the Examination Library above.

Once the Inspector has considered the comments received, it will be confirmed when a six-week public consultation on the proposed main modifications will commence.

2012-based Household Projections: England 2012 to 2037

The hearings for the examination into the Charnwood Local Plan Core Strategy (the Core Strategy) closed on 16 January 2015. The Inspector examining the Core Strategy (Kevin Ward) has informed the Council that main modifications are required to make the Core Strategy sound. The proposed main modifications will be subject to public consultation in due course.

The 2012-based Household Projections: England 2012 to 2037 were published by the Government on 27 February 2015. The Inspector wishes to give interested parties the opportunity to comment on the implications of these new projections for the Core Strategy before proceeding with the consultation on proposed main modifications. Comments should be made in writing and submitted to the Programme Officer by 5pm on the 23 March 2015.  The comments should only relate to the implications of the 2012-based household projections for the Core Strategy and not other matters that have been considered during the examination.

The Inspector has asked the Council to produce a short information note to assist in understanding the data. This information note is available by clicking here, along with the 2012-based household projections (click here) themselves.

25th September 2014:  The Inspector has now given consideration to the additional information provided by the Council and has indicated that the hearings for the examination will resume in early December. Further details of the timetable and relevant documentation will be issued in early October. All of the documentation will be available to view on this page and in the examination library.

15th July 2014: The Council has issued a letter with details about the new Leicester, Leicestershire Strategic Housing Market Area Assessment (SHMA), available housing capacity and Memorandum of Understanding.

Included in the letter from the Council is the SHMA and a table summarising the available housing capacity to 2031. These documents are available to view below:

Initial hearing sessions

Initial hearing sessions took place on 19 & 20 March at Loughborough Town Hall. The Inspector has sent a letter to the Council to set out his conclusions from the initial hearings. The letter is referenced C4 in the examination library and is available to view by clicking on the link below:

No Pre-hearing meeting will be held. All the information issued by the Inspector can be found in the examination library.

Examination process

The Examination starts as soon as the Core Strategy is submitted and finishes when the Inspector’s Report is completed.  The Inspector will consider the evidence in support of the Core Strategy as well as the evidence submitted against it.  Perhaps the highest profile part of the Examination is the Hearing Sessions.

The Hearing Sessions usually commence with a Pre-Hearing Meeting (around 8 weeks after submission) and lead into the main Hearing Sessions (around 14 weeks after submission).  The main Hearing Sessions usually last between 8 and 12 days depending on the issues being examined.  We expect the programme for the Examination to see Hearing Sessions through the early part of 2014.  The website will be updated with this information when the programme is confirmed.

After the Hearing Sessions are completed the Inspector will retire to write the Inspector’s Report. The examination formally closes upon the issuing of a report to the Council. The Council will then need to consider the Inspectors Report and make a decision on whether to approve the recommendations in the Report and to formally adopt the Core Strategy. It is likely that the Full Council meeting will be in October 2014.

All correspondence between the Inspector, Charnwood Borough Council and any other interested third parties will be through the Programme Officer.  This will include the timetable and arrangements for the Examination. 

The Programme Officer supports the Planning Inspector and is independent of Charnwood Borough Council as a local planning authority.
